The Office of International Education (OIE) administers exchange waivers for incoming exchange students who participate in official bilateral programs and exchange fellowship waivers to students in exchange-based scholarship or fellowship programs. These waivers are a type of tuition waiver that reduces tuition down to the in-state tuition rate for eligible students. Only students affiliated with approved organizations are eligible to receive this waiver. Students cannot directly apply for this waiver. Instead, approved organizations must confirm student eligibility each semester.

Responsibilities of Approved Organizations
Approved organizations must complete and submit each semester an OIE form that lists their grantees who should receive the exchange waiver. Organizations should follow the deadlines below:
June 30th for Fall Semester waivers
November 15th for Spring Semester waivers
March 15th for Summer Semester waivers
OIE sends semesterly reminders to the organizations listed above. To update your organization’s contact information or to request a copy of the OIE form, please email waivers@gatech.edu.

OIE determines eligibility of the organization/program based on alignment with one or more of the following:
Official bilateral exchange programs
Exchange-based scholarship and fellowship programs whose primary mission is to promote mutual understanding between the people of the United States and other countries through educational exchange
Frequently Asked Questions
Can a student apply directly to OIE for the exchange waiver?
No. Students cannot apply for the exchange fellowship waiver. Approved organizations are responsible for sending the names of eligible recipients to OIE each semester.
Can an academic unit confirm the student’s eligibility?
No. OIE must get confirmation from the approved organization.
Does the approved organization need to use third party billing?
If an organization wishes to use third party billing, they are welcome to do so, but it is not a requirement. The organization or the student will be responsible for ensuring compliance with the Bursar’s rules. The Office of the Bursar is the contact for third party billing.
